Nexans announced that it had been contracted by Statnett to design, produce and install two new 420 kV subsea cable systems in the inner Oslofjord, one of which connects Solberg in Hurum with Brenntangen in Vestby. Nexans stated that the Indre Oslofjord project, including installation of the Solberg–Brenntangen replacement cables, was planned to be completed in 2018.
In September 2017, Statnett commissioned the new power cables between Solberg (Hurum) and Brenntangen (Vestby) in the Inner Oslo Fjord, completing one of the two planned cable installations for the project.
Cable installation for the new 420 kV subsea cables between Solberg (Hurum) and Brenntangen in Indre Oslofjord was completed in mid-June 2017. Nexans Norway finished laying the first seven cables for Statnett and then proceeded with seabed protection works using an underwater excavator to bury the cables.
Statnett awarded Nexans a contract worth around EUR 50 million to design, produce and install two new 420 kV subsea PEX cable systems across the inner Oslofjord, including the Solberg–Brenntangen connection, each comprising seven individual cables manufactured at Nexans’ Halden plant and scheduled for completion in 2018.
Statnett reached the investment decision for the Indre Oslofjord reinforcement project, including the replacement 420 kV sea cable link between Solberg and Brenntangen, in September 2014. The decision covered reinvestment in two new 420 kV subsea cable systems on the Filtvet–Brenntangen and Solberg–Brenntangen routes, with removal of the existing assets, at an expected cost of 1,109 million NOK, enabling construction works to start in 2015.

On 11 April 2014, the Norwegian Water Resources and Energy Directorate (NVE) granted Statnett a licence for new 420 kV subsea cable connections between Solberg and Brenntangen and between Filtvet and Brenntangen in the inner Oslofjord, including new landfall installations and muffe (transition) stations. The new licence allows replacement of the existing, ageing cables and associated infrastructure, which will be removed once the new facilities are in operation, in order to secure power supply and trading capacity for Eastern Norway.

In the first quarter of 2014, NVE granted Statnett a licence for new subsea cables across the inner Oslofjord, authorising the construction and operation of seven 420 kV subsea cables and two new landing facilities for each of the Solberg–Brenntangen and Filtvet–Brenntangen interconnectors between Hurum and Vestby, to replace older links and strengthen security of electricity supply in Eastern Norway and trading capacity with Sweden.

In 2012, Statnett submitted a concession application to the Norwegian Water Resources and Energy Directorate (NVE) to reinvest in two subsea cable interconnectors in the inner Oslofjord, including the Solberg–Brenntangen and Filtvet–Brenntangen 420 kV crossings, to replace ageing cables from 1958 and 1975 and secure power supply to central Eastern Norway.
Statnett’s project manager stated that when onshore construction begins for the Indre Oslofjord reinvestment, there will be significant construction activity at the landfall areas at Filtvet and Solberg due to building new jointing stations and landfall facilities, including traffic from deliveries of concrete and materials, although the bulk of the work will take place at sea. This onshore work relates to the new subsea cable route between Solberg and Brenntangen, which will replace ageing cables to secure power supply to Eastern Norway.

During the concession process for the Inner Oslofjord subsea cable reinvestment, a hearing was held on Statnett’s applications, including a limited consultation on a supplementary application to adjust the cable landing at the Filtvet muffestation, where neighbours, Hurum municipality, landowners, YX Eiendom Norge AS and local cabin owners submitted comments on route alignment, property impacts and access.
