On 3 February 2026 the Danish government and a broad parliamentary majority concluded the political agreement "Aftale om den økonomiske ramme for Energiø Bornholm", fixing the Danish side of the economic framework for the Bornholm Energy Island programme — a trade connection to Germany plus at least 3 GW of offshore wind. For the transmission hub specifically, the agreement introduces a state construction grant (anlægstilskud) to Energinet of DKK 15.9bn (2026 prices), paid 2025-2038, which absorbs the wind's share of grid-infrastructure cost rather than passing it to the future wind concession holder. The state also provides Energinet a loan facility for Danish consumers' share of infrastructure cost, and commits to risk-cover Energinet for stranded costs (estimated DKK 6.1-11.6bn) should the project be terminated between the 2028 wind tender and Energinet's expected commissioning in 2034. Up to DKK 330m is earmarked in 2033 to connect Bornholm's local distribution grid. Total Danish financing is DKK 42.6bn across 2026-2056, of which the offshore wind net-support cap (Danish share) is DKK 41.7bn under a joint Danish-German two-sided capability-based CfD. The parties note the updated timetable assumes commissioning (idriftsættelse) in 2034-2036 with delay risk, and that several state-aid elements still require European Commission approval.
