On 9 June 2000, project developer PNE AG submitted a formal application to the Federal Maritime and Hydrographic Agency (BSH) for consent to construct and operate the Borkum Riffgrund 1 offshore wind farm in the German North Sea, initially seeking approval for 77 wind turbines over an area of about 35–36 km² around 38 km north of Borkum.
