Transelectrica S.A., Romania’s national electricity transmission operator, and Georgian State Electrosystem JSC (GSE) signed a Memorandum of Understanding in Bucharest to advance the Georgia–Romania Black Sea Submarine Cable high‑voltage direct current (HVDC) interconnection project. The MoU establishes a cooperation framework between the two transmission system operators covering coordinated planning activities, technical studies, marine surveys, environmental and social impact assessments, and financing cooperation, as well as joint institutional representation at European and international levels. This agreement marks a new stage in the project’s early development, formalising collaboration between the Romanian and Georgian TSOs to move the Black Sea Submarine Cable project from preparation towards implementation.
