In 2004, the promoters of the 90 MW Barrow Offshore Wind Farm advertised a tender in the Official Journal of the European Communities (OJEC) for a fixed lump-sum EPC contract to construct the project in the East Irish Sea near Barrow-in-Furness, following EU Directive 93/38 procurement procedures.
