Asso.subsea was awarded a multi-project contract by Nexans to carry out offshore cable installation and protection works on TenneT’s 2 GW grid connections, including BalWin3, LanWin2 and LanWin4 in the German North Sea. For BalWin3, the scope comprises part of more than 650 km of offshore cable burial and over 60 km of nearshore laying and burial, executed using the cable-laying vessel Atalanti configured for Nexans’ four-cable bundle (two 525 kV HVDC export cables, one metallic return and one fibre-optic cable), supported by trenching vessels and tools. Offshore campaigns for these projects are scheduled between 2027 and 2031, providing a key installation contractor for BalWin3’s export cable system.
BNetzA confirmed BalWin3 in Netzentwicklungsplan (NEP) 2037/2045 (2023) on 1 March 2024. This confirmation under §12c EnWG creates the legal basis for the responsible TSO to plan, procure, and construct the offshore grid connection system.

BNetzA confirmed the Netzentwicklungsplan Strom 2037/2045 (2023 edition) on 1 March 2024 under section 12c of the German Energy Industry Act (EnWG). This confirmation creates the legal basis and obligation for the responsible TSO to plan, procure, and construct this offshore grid connection system. For regulated German TSO offshore grid connections, the BNetzA NEP confirmation functions as the de facto Final Investment Decision: unlike merchant or developer-led projects that require a separate board-level investment decision and financial close, the NEP confirmation simultaneously authorises and obligates the TSO to invest. Costs are recovered through the offshore grid levy (Offshore-Netzumlage). The NEP 2037/2045 (2023) schedules 25,980 MW of offshore transmission capacity across 16 grid connection systems for commissioning between 2026 and 2032.
TenneT awarded Nexans a contract under its 2 GW programme to provide the full engineering, procurement, construction and installation (EPCI) scope for the high-voltage direct current export and land cable systems for the BalWin3 offshore grid connection, alongside LanWin4 and LanWin2. The agreement, with an initial value of around EUR 1.7 billion for the three projects, covers approximately 2,160 kilometres of 525 kV HVDC subsea and onshore cables that will transmit 2 GW from the German North Sea to the onshore grid at Wilhelmshaven for BalWin3. This contract formalises Nexans as the cable supplier and EPCI contractor for BalWin3’s transmission link within TenneT’s German offshore grid build-out, with the projects targeted to be operational between 2029 and 2031.
