On 7 April 2021, the President of the Polish Energy Regulatory Office awarded a Contract for Difference to the Baltica 3 and Baltica 2 offshore wind farms with a combined capacity of up to 2.5 GW, confirming their selection in Poland’s first offshore wind support round and setting the CfD strike price at the maximum level of PLN 319.60/MWh (about EUR 67.93/MWh). This revenue support decision significantly de‑risked the Baltica 3 project by guaranteeing a long‑term reference price for its future power generation, subject to final approval by the European Commission.
By the end of March 2021, the project company Elektrownia Wiatrowa Baltica-3 Sp. z o.o. submitted an application to the President of the Polish Energy Regulatory Office (URE) for support under the first phase of the offshore wind Contract for Difference (CfD) scheme, as one of several offshore wind farms whose CfD requests were subsequently considered by the regulator.
Ørsted and PGE Polska Grupa Energetyczna signed an agreement to form a 50/50 joint venture for the Baltica 3 and Baltica 2 offshore wind farms, with Ørsted subscribing for newly issued shares to acquire a 50% stake in the Baltica 3 project SPV (Elektrownia Wiatrowa Baltica-3) alongside Baltica 2. The transaction, valued at a total subscription price of PLN 657 million for both SPVs, establishes shared development, construction, and operational responsibility for the Baltica projects in the Polish Baltic Sea.
On 24 January 2020, the Regional Director for Environmental Protection in Gdańsk issued a positive environmental decision (decision on environmental conditions) for PGE’s two offshore wind projects Baltica 2 and Baltica 3, with a combined capacity of up to 2.5 GW, allowing the developer to proceed to technical design work for both farms located about 30 km offshore near Ustka and Łeba.
In 2014, the Elektrownia Wiatrowa Baltica‑3 (Baltica 3) project company concluded a grid connection agreement with the Polish transmission system operator Polskie Sieci Energetyczne (PSE) for 1,045 MW, securing transmission network access for the offshore wind farm in the Baltic Sea.
