The Regional Director of Environmental Protection in Gdańsk issued a decision on environmental conditions for the 0.9 GW Baltica 1 offshore wind farm, providing environmental approval required under Polish law and enabling the project to participate in the offshore wind auction scheduled for 17 December 2025. Before the decision, PGE Baltica had carried out comprehensive environmental baseline studies and an EIA report prepared by Gdynia Maritime University and MEWO.
By 3 November 2025, PGE Group had completed geotechnical and geological investigations for the Baltica 1 offshore wind farm both at sea and on land, providing detailed information on subsurface conditions in the Polish Baltic Sea about 80 kilometres north of the coast near Władysławowo. These studies support the design and siting of the wind farm’s foundations and related infrastructure ahead of later permitting and construction stages.
Ahead of receiving its environmental decision in November 2025, the Baltica 1 offshore wind project completed a comprehensive environmental and metocean survey campaign covering the planned wind farm area in the Polish Baltic Sea. Led by PGE Baltica and executed by a Polish consortium of Gdynia Maritime University and marine environmental specialist MEWO, the work characterised geological structure, water and seabed physico-chemical parameters, benthic flora and fauna, fish, birds, marine mammals and bats, as well as wind conditions, sea currents and wave climate, to minimise environmental impacts during construction and long-term operation.

In 2023, the Baltica 1 offshore wind project, located about 80 km off the Polish Baltic coast, completed its first full year of metocean measurements, providing a 12‑month dataset of environmental and sea-state conditions for the project area, with measurements continuing beyond this initial period.
In March 2023, a geophysical survey was carried out for the Baltica 1 offshore wind project area to map the seabed and objects lying on it, identify bottom sediments, geological formations and areas where marine life may be present, thereby providing detailed seabed characterisation data for the project.
By June 2020, the Baltica 1 offshore wind farm had obtained a location permit allowing for the construction of artificial islands and defining the project’s location area in the Polish sector of the Baltic Sea, alongside issued grid connection requirements for the planned 896 MW installation. This location permit confirms the legal siting of the wind farm area offshore Łeba, as part of PGE Group’s offshore development programme.
PGE reports that the Baltica 1 offshore wind farm, located about 80 km off the Polish Baltic coast, already holds both a location permit and a connection agreement, indicating that a formal grid connection agreement for the project’s export connection has been secured.
