The Federal Maritime and Hydrographic Agency (BSH) granted the initial offshore wind farm permit (Erstgenehmigung) for the project then known as Borkum West, now alpha ventus, in November 2001, authorising construction of a 12-turbine, up-to-5 MW each wind farm in the German Exclusive Economic Zone about 45 km north of Borkum. This approval covered the project area of around 30 km² in water depths typical of the German Bight and formed the legal basis for Germany’s first offshore wind farm.
