About
Interconnect Malta Ltd (ICM) is a 100% government-owned company under the responsibility of the Ministry for the Environment, Energy and Regeneration of the Grand Harbour. Established in 2018 as Melita TransGas Co Ltd and renamed Interconnect Malta Ltd in 2021, it is mandated to develop and implement major energy infrastructure that increases Malta’s electricity interconnectivity and ends the island’s isolation from the European gas network. Its mission is to strengthen Malta’s energy interconnectivity while contributing to the transition to a carbon neutral economy and ensuring a safe and reliable energy supply.
ICM is the project promoter and implementing entity for several strategic assets, notably the second Malta–Sicily electricity interconnector (IC2), a ~122 km, 225 MW, 220 kV HVAC link between Magħtab in Malta and Ragusa in Sicily, largely composed of a 99 km submarine cable. Co‑financed by the EU’s ERDF 2021–2027 programme with about €165 million out of an estimated €300 million cost and designated an Operation of Strategic Importance, IC2 will double Malta’s interconnection capacity with the European grid, enhance security of supply and enable higher penetration of intermittent renewable energy. ICM leads permitting, engineering design, marine surveys and a sequence of EPC and service tenders, and has contracted Nexans for the subsea cable and works with system operators such as Enemalta and Terna.
Beyond IC2, ICM is responsible for the Melita TransGas hydrogen‑ready pipeline between Delimara and Gela, recognised as EU Project of Common Interest 5.19 and designed for renewable gas and hydrogen transport, for two grid‑connected utility‑scale Battery Energy Storage Systems at Marsa (20 MWh/8 MW) and Delimara (64 MWh/32 MW), and for Malta’s offshore renewable energy framework and concessions, including preparatory work for a circa 300 MW floating offshore wind farm in Malta’s economic zones. It coordinates closely with international advisors such as AFRY and with national authorities and regulators to align these projects with Malta’s energy, security-of-supply and decarbonisation strategies.
