IPTO (ADMIE), the Independent Power Transmission Operator S.A., is the Transmission System Operator for the Hellenic Electricity Transmission System (HETS). Established under Greek Law 4001/2011 in line with EU Directive 2009/72/EC, it acts as both owner and operator of the national extra‑high and high‑voltage grid, including overhead lines, substations and submarine and underground cables. Its core mission is the operation, control, maintenance and development of HETS to ensure Greece’s electricity supply is adequate, safe, efficient and reliable, while operating the electricity market for balancing and other transactions according to principles of transparency, equality and free competition. IPTO is certified as an Independent Transmission Operator by the national energy regulator and, since June 2017, follows the ownership unbundling model. It is a member of ENTSO‑E, participates in regional coordination structures and operates interconnections that support Greece’s role as a regional electricity hub.
Operationally, IPTO is organised into general divisions covering asset management and maintenance, system operation, infrastructure and market management, technology, system planning and strategy, regulatory policy, financial services, business development and digital transformation, and human resources and legal issues. Strategic priorities are captured in a ten‑year investment programme of about €5 billion to 2030, focused on major domestic and island interconnections such as the Ariadne Interconnection between Attica and Crete and links to the Dodecanese and North‑Eastern Aegean islands, as well as new cross‑border projects, including a 400 kV interconnection with Bulgaria. Through group entities such as Ariadne Interconnection, Grid Telecom, the Great Sea Interconnector, the Saudi Greek Interconnection and a dedicated Training Center, IPTO pursues grid expansion, enhanced regional integration, RES integration, digitalisation and future participation in storage and e‑mobility, while grounding its activities in sustainable development, equal treatment of system users and workforce inclusion.
