About
HOPS (Hrvatski operator prijenosnog sustava d.d.) is the sole electricity transmission system operator in the Republic of Croatia and owns the entire national transmission network at 400 kV, 220 kV and 110 kV voltage levels. Headquartered in Zagreb and operating as a joint stock company since 2022, it holds a permit to provide electricity transmission as a regulated public service. Its mission is to operate and maintain the Croatian electric power system, transmit electricity, and construct and develop the transmission network to ensure security of supply at minimal cost while protecting the environment. HOPS functions as an independent transmission system operator, with functional unbundling from its parent company Hrvatska elektroprivreda d.d. and non‑discriminatory treatment of all transmission system users.
The company’s activities are governed by the Energy Act, the Electricity Market Act and other national and international regulations. HOPS is a member of ENTSO‑E and plays a central role in maintaining grid stability, managing domestic transmission and enabling cross‑border electricity exchanges. It operates the Croatian Local Issuing Office for Energy Identification Codes, allocating international and local EIC codes to balance responsible parties, suppliers and producers to support participation in local and coupled European power markets. In 2022 HOPS employed an average of 1,155 people.
HOPS is heavily investing in revitalisation, digitalisation and modernisation of the Croatian transmission network, supported by substantial EU funding under the National Recovery and Resilience Plan. Programmes include replacing conductors with HTLS technology, installing phase‑shifting transformers, and upgrading WAMS, SCADA and EMS systems to increase capacity, reduce losses and integrate additional wind and solar generation. The company participates in EU digital and research projects such as ECLIPSE, HEDGE‑IoT and a Common European Framework of Reference for energy consumer applications, and is preparing standalone sustainability reporting aligned with GRI standards and forthcoming EU corporate sustainability reporting requirements.
