Hellenic Electricity Distribution Network Operator S.A. (HEDNO) is the owner and operator of the Greek electricity distribution network, created through the legal separation of the Distribution Department from Public Power Corporation (PPC) under Law 4001/2011. Headquartered in Athens, it serves as the sole electricity Distribution System Operator in Greece and one of the largest in Europe. The company is responsible for the uninterruptible distribution of electricity to approximately 7.7 million medium- and low-voltage customers across mainland Greece and the Non‑Interconnected Islands (NIIs), managing around 251,000 km of distribution lines and roughly 168,000 substations, with annual distributed consumption of 44,720 GWh. PPC S.A. holds 51% of HEDNO’s share capital and MSCIF DYNAMI BIDCO S.A., linked to Macquarie Asset Management, holds 49%. HEDNO operates under the supervision of the national energy regulator and within an EU‑aligned regulatory framework.
Operationally, HEDNO is responsible for operating, maintaining, and developing the distribution network, including underground and overhead lines and substations, and for connecting new consumers and distributed generators. On the NIIs it also functions as Market Operator, managing production, system operation and local electricity markets. The organisation is structured into 10 general directorates, 39 central and 5 regional directorates, with 58 regions and 59 agencies, and employed 5,749 people in 2023. Its scope covers network development and automation, construction of distribution centres, submarine and island interconnections, network inspections and fault restoration, metering, and infrastructure projects such as new industrial‑park substations.
Strategically, HEDNO is focused on modernising the Greek distribution grid through digitalisation, smart grids and extensive smart metering. It is deploying Itron’s meter data management and headend systems to manage 7.7 million meters and nearly 1 million new NB‑IoT smart meters, enabling grid‑edge analytics, loss detection, flexible billing and integration of distributed energy resources. The company positions network evolution as central to enabling higher penetration of renewable energy sources—already 8.52 million kVA of RES capacity connected in 2023—while targeting improved service quality, reduced operating costs and enhanced resilience. HEDNO embeds sustainability in its strategy through three pillars: net‑zero carbon footprint, nature‑positive operation and creation of socio‑economic shared value, and aligns its actions with the UN Sustainable Development Goals, including affordable and clean energy, climate action and sustainable cities.
