Flotation Energy is a Scotland‑headquartered offshore wind developer that focuses on large‑scale floating projects in deeper waters alongside selected fixed‑bottom schemes. Founded in 2018 and now part of the Tokyo Electric Power Company (TEPCO) Group, it concentrates on identifying offshore sites, securing leases and consents, and managing the development and engineering of complex wind projects from early‑stage opportunity through to construction and operations. In addition to its core development activities, the company provides consultancy and development services, applying technical, environmental and commercial expertise to accelerate third‑party offshore wind projects such as the Morecambe Offshore Windfarm in the UK, where it has moved from lead developer to long‑term development partner.
Flotation Energy’s portfolio spans the UK, Ireland and the Asia‑Pacific region. In Scottish waters it is jointly developing Green Volt and Cenos with Vårgrønn under Crown Estate Scotland’s INTOG leasing round. Green Volt, up to 560 MW with around 35 floating turbines, has secured full onshore and offshore consent and a UK Contracts for Difference award, and is designed to supply both the UK grid and nearby oil and gas platforms, displacing existing gas and diesel generation and targeting around 1 million tonnes of annual CO₂ reductions. Cenos, located about 200 km offshore in the UK Central North Sea with up to 1.4 GW of capacity, is planned to deliver first power around 2028, provide roughly 5.5 TWh per year to the UK grid and cut emissions by over 2 million tonnes a year through platform electrification.
Beyond the North Sea, Flotation Energy is progressing the 100 MW White Cross floating test and demonstration project in the Celtic Sea with Cobra, the 1.5 GW Blackwater floating project off Ireland’s Wexford coast, and the 1.2 GW Chu Tin floating development off Hsinchu in Taiwan. It is also independently developing the 1.5 GW Seadragon fixed‑foundation project off Gippsland in Victoria, Australia, and the 1 GW Toki floating wind site off Niigata Prefecture in Japan. The company’s strategy centres on using floating wind to unlock deep‑water resource potential, support national net‑zero goals, and enable electrification of offshore oil and gas assets in line with the UK North Sea Transition Deal and Scotland’s 2045 net‑zero target.
