Energie Beheer Nederland (EBN) is a Dutch state energy company and ‘policy holding’ whose shares are wholly owned by the Dutch State and which operates under the mandate of the Ministry of Economic Affairs and Climate Policy. Headquartered in Utrecht, it was established about 50 years ago to represent the government’s interests in oil and gas production and today focuses on securing a reliable and affordable energy supply while accelerating the transition to a sustainable, climate‑neutral energy system. EBN participates financially and technically in exploration, production, storage and trading of natural gas and oil in the Netherlands, holding interests in most Dutch gas fields, offshore pipelines and all national gas storage facilities, typically around 40%. It owns a 40% stake in GasTerra and was involved in the Bergermeer gas storage development. In 2023 it generated around €3 billion in revenue with a net result of €246 million and holds an Aaa/P‑1 Moody’s credit rating.
EBN’s current strategy, “Fit for 60”, centres on system development in the public interest, a sustainable gas system, a sustainable heat transition and responsible carbon storage. It has three strategic pillars of “Our Dutch Gas”, “Return to Nature” and “New Energy”, and works through approximately 200 public‑private partnerships covering natural gas, geothermal energy, CO2 transport and storage, and other sustainable gases. The company leads or co‑develops major Dutch CCS and CO2 transport projects such as Porthos, Aramis and L10 in the North Sea, and participates in EUH2STARS to advance hydrogen storage in the Dutch subsurface. EBN also advises government, was appointed project leader for the National Heat Investor, and employs over 190 people with specialist knowledge of the Dutch subsurface and energy system.
