ELICA INTERCONNECTOR S.M. S.A. is a project developer within the Copelouzos Group focused on cross‑border electricity transmission infrastructure between Egypt and Greece. As the promoter of the GREGY Green Energy Interconnector, it is responsible for planning and maturing a high‑voltage direct current (HVDC) link between Wadi El Natroon in Egypt and the Attica/Mesogeia–St Stefanos area in Greece, with an overall route length of about 1,472 km combining overhead lines, underground sections and roughly 921–954 km of submarine cable. The interconnector is designed for a capacity of 3,000 MW with bi‑directional power flows, supplying renewable electricity on a continuous basis and operating under long‑term power purchase agreements to ensure that 100% of the transmitted energy comes from renewable sources in Egypt.
The company leads the technical and economic development of the project, including route optimisation, seabed mapping, landfall selection, converter station specification and cost‑benefit analysis. It has attracted strong institutional backing: the European Commission has approved grant funding for key feasibility and marine reconnaissance studies, and a separate grant agreement with the European Bank for Reconstruction and Development, supported by the EU’s InvestEU Advisory Hub, finances the first desktop and cost‑benefit/technical studies. ELICA INTERCONNECTOR S.M. S.A. works in close cooperation with the Egyptian Electricity Transmission Company (EETC) and the Greek transmission system operator IPTO under memoranda of understanding that cover provision of technical specifications and data. The project is included in ENTSO‑E’s Ten‑Year Network Development Plan and in the EU’s first list of Projects of Common/Mutual Interest and Global Gateway flagship infrastructure, reflecting its role in enhancing European energy security, enabling large‑scale integration of Egyptian solar and wind potential, displacing natural gas use and contributing to substantial reductions in CO₂ emissions.
