Elering

Elering AS is Estonia’s independent electricity and gas transmission system operator, responsible for ensuring a high-quality energy supply to Estonian consumers at all times. Headquartered in Tallinn and wholly owned by the Republic of Estonia, it operates under the Electricity Market Act and the Natural Gas Act, with activity licences for both electricity and gas transmission. The company manages the Estonian electricity and gas systems in real time, balancing power generation and consumption and securing sufficient gas volumes for customers. Its transmission assets include an electricity network of around 5,200–5,500 km of high-voltage lines and more than 150 substations, as well as a gas transmission network of roughly 900–978 km of pipelines with around 36–40 gas distribution stations and several metering stations. The Estonian electricity grid is interconnected with Latvia and Finland, while the gas system is linked to Latvia and Finland via cross-border pipelines. Elering plays a central role in regional energy integration and security of supply. It co-owns and operates EstLink interconnectors with Finland’s Fingrid, has developed the Balticconnector subsea gas pipeline with Baltic Connector Oy, and has built reserve power plants, submarine cables to Estonia’s islands, and a third power connection with Latvia. It led Estonia’s participation in synchronising the Baltic electricity systems with Continental Europe and continues to invest heavily in transmission infrastructure guided by national energy development plans. Elering also supports renewable energy integration and biomethane injection into the gas network, operates data platforms such as consumption data warehouses, and participates in European TSO cooperation bodies. Strategically, it focuses on maintaining system-wide security of supply in a changing energy market, managing rising investment needs while keeping network tariffs compatible with Estonia’s economic competitiveness, and contributing to the country’s long-term climate neutrality objectives.
