Elektrilevi is the largest electricity distribution network operator in Estonia and a subsidiary of the state-owned energy group Eesti Energia. Headquartered in Tallinn, it operates the distribution grid across approximately 95% of the country, supplying electricity to almost all households and businesses. The company maintains and repairs around 60,000–64,000 kilometres of power lines and roughly 24,000 substations, serving close to half a million customers. Its operations are organised around network planning, construction, maintenance and control, with a dedicated network control centre and specialist units for customer service, innovation, finance, and field operations. Elektrilevi also manages the street lighting networks in Tallinn and Tartu.
Beyond core grid operations, Elektrilevi is investing heavily in modernising Estonia’s energy and communications infrastructure. It has led nationwide roll‑outs of smart metering and supports the integration of distributed generation, including connecting solar parks and micro‑producers to its network. Through its Smart Grid Development Centre, the company develops and tests next‑generation solutions such as virtual power plant concepts, energy storage, off‑grid systems, and smart city applications including smart street lighting and electric vehicle charging networks, often in partnership with technology providers, universities and other utilities. Elektrilevi is also building an open, fibre‑based high‑speed internet network using its electricity infrastructure, combining communications deployments with power network renewal and planning to reach up to 200,000 homes with support from state grants and its own capital.
Elektrilevi employs more than 800 specialists across Estonia and emphasises safety, service quality, continuous investment and environmental protection. Its asset management, quality, environmental and occupational health and safety systems are certified to ISO 55001, ISO 9001, ISO 14001 and ISO 45001, and it operates under equal treatment and data protection principles for all network users and market participants.
