Agence Française de Développement (AFD) is France’s public development bank and a core entity of AFD Group, alongside Proparco for responsible private investment and Expertise France for technical cooperation. As a public international financial institution, it implements France’s policy on sustainable investment and international solidarity by financing and supporting public-sector institutions, civil society organizations and, through its subsidiaries, private-sector actors. AFD operates through a network of around 85 offices in more than 160 countries and 11 French overseas territories, working on over 4,000 projects whose objectives are aligned with the Sustainable Development Goals. Its mandate centers on funding, supporting and accelerating transitions toward a fairer, safer and more resilient world, with a strong focus on climate, biodiversity, peace, gender equality, education, health and inclusive economic development.
AFD positions itself as a strategic and financial partner to governments, development banks, local financial institutions and companies in advancing low‑carbon, climate‑resilient development. It provides sovereign and non‑sovereign loans, guarantees, grants and policy‑based financing, and co‑finances large programs with partners such as the European Union, the World Bank Group, regional development banks and national institutions like DBSA and CDG. In the energy field, AFD commits to 100% Paris‑aligned financing, excludes fossil fuel exploration and production, and supports renewable energy, energy efficiency, grid modernization and just transition reforms, particularly in emerging economies. It is an accredited entity of the Green Climate Fund and a major climate‑finance provider, including through programs such as Sunref and Transforming Financial Systems for Climate, and new Mission 300 partnerships with GEAPP and SEforALL to expand clean and affordable electricity access in Africa. AFD also acts as a platform for peer‑to‑peer dialogue and a bridge to French industrial and technical expertise to catalyze bankable, climate‑aligned investments.
