TenneT is the Dutch transmission system operator and the designated developer / asset owner for the Net op zee Ten noorden van de Waddeneilanden (NOZ TNW) grid connection. The concept covered an AC high-voltage connection from the Ten noorden van de Waddeneilanden wind energy area (~700 MW) to the Dutch onshore high-voltage grid, comprising an offshore platform, two underground cable circuits and an onshore transformer station, with a route length stated as approximately 95-120 km depending on the alternative selected. The Minister of Economic Affairs announced Eemshaven (Groningen) as the preferred onshore connection landing in PAWOZ-Eemshaven scoping, with Burgum (Friesland) and Vierverlaten (Groningen) the other route options assessed during the NRD/EIA phase. As of the September 2025 'Actieplan windenergie op zee' Kamerbrief (footnote 4: "Aangezien TenneT geen verplichtingen is aangegaan voor de kavels Ten Noorden van de Waddeneilanden en Hollandse Kust West 8..."), TenneT has not yet entered into supplier obligations for the TNW net-op-zee infrastructure — so while TenneT remains the policy-designated developer, no firm offshore platform, export cable or converter contracts have been awarded. The merger investigation between TNW I and Doordewind (initiated by the same Actieplan) may further reshape the eventual grid scope; the linked Doordewind grid project proceeds independently with two 2 GW HVDC ±525 kV systems landing at Eemshaven.
