On 15 May 2024, Svenska Kraftnät announced a package of operational measures jointly agreed with neighbouring Nordic TSOs to safeguard older HVDC cables (KontiSkan, Fenno-Skan and SwePol Link) ahead of the launch of flow-based capacity calculation in October 2024 and the 15-minute trading period from Q1 2025. For SwePol Link, Svenska Kraftnät and Polish TSO PSE agreed to reduce the link's ramping rate from 600 MW/h to 300 MW/h coinciding with flow-based go-live, principally to reduce or eliminate polarity reversals that are particularly damaging for the ageing 1997-era mass-impregnated cable. A complementary protection mechanism was also planned to apply when the 15-minute trading period launches, allowing ramping only during the first quarter-hour of each hour and prohibiting further in-hour ramping. The measures form part of a wider package across the older Nordic HVDC interconnectors aiming to extend asset life as the surrounding market design evolves.
