On 17 March 2016, the Préfet de Loire-Atlantique signed the arrêté préfectoral authorising the société Parc du Banc de Guérande (a joint venture between EDF Renouvelables, Enbridge and CPP Investments) to implant and operate a 480 MW offshore wind farm of 80 x 6 MW turbines for a 40-year duration on the Banc de Guérande in the maritime public domain, between 12 and 20 km off the Loire estuary coast off Saint-Nazaire. This is the legacy pre-loi-du-2-mars-2018 project-wide bundle combining the autorisation au titre de la loi sur l'eau (IOTA) and the autorisation d'implantation et d'exploitation — the substantive construction authorisation for the OWF. The separate Arrêté d'approbation de concession du domaine public maritime (DPM concession) was signed by the same préfet on 7 avril 2017 and is recorded as a parallel planning_consent_awarded event. Environmental associations appealed unsuccessfully to the Cour administrative d'appel de Nantes (decision May 2017) and then to the Conseil d'État (decision 2019).</description> </invoke>
