On 18 April 2017, the Préfet des Côtes-d'Armor signed Arrêté préfectoral n°7 granting Ailes Marines the autorisation au titre de la loi sur l'eau (IOTA) under articles L.214-1 et seq. of the Code de l'environnement for the Saint-Brieuc offshore wind farm — covering 62 wind turbines arranged in 7 lines on a 75 km² zone in the Bay of Saint-Brieuc, plus the offshore substation. The pre-loi-du-2-mars-2018 IOTA was the standalone environmental authorisation governing water-resource impacts of the offshore works (foundation installation, cable trenching, sediment disturbance); together with the DPM concession (Arrêté n°2) and the dérogation espèces protégées it forms the legacy project-wide consent bundle for the OWF. The arrêté was part of a single-day administrative package of nine arrêtés préfectoraux all signed on 18 April 2017 by the Préfet des Côtes-d'Armor. The Conseil d'État on 2 December 2020 rejected ASPE's final appeal, validating the package definitively. A later arrêté complémentaire was signed on 14 April 2021 to add a turbidity monitoring and alert programme.
