On 18 April 2017, the Préfet des Côtes-d'Armor signed Arrêté préfectoral n°2 granting the Accord de concession d'utilisation du domaine public maritime (CUDPM / DPM concession) to Ailes Marines for the Saint-Brieuc offshore wind farm in the Bay of Saint-Brieuc. The DPM concession is one of the project-wide consents under the pre-loi-du-2-mars-2018 legacy French OWF regime (alongside the autorisation au titre de la loi sur l'eau / IOTA and the dérogation espèces protégées), granting exclusive 40-year seabed-use rights covering the 75 km² project zone of 62 turbines and the offshore substation. The arrêté was part of a single-day administrative package of nine arrêtés préfectoraux all signed on 18 April 2017 by the Préfet des Côtes-d'Armor. The DPM concession arrêté was subsequently annulled by the Cour administrative d'appel de Nantes on 3 April 2018 on a vice de forme, then re-signed by the Préfet on 21 June 2018; the Conseil d'État on 2 December 2020 rejected ASPE's final appeal, validating the package definitively.
