On 22 October 2025 the Subdelegation of the Spanish Government in Castelló published BOE-B-2025-38276, opening a 45 working-day public consultation on the addenda to Red Eléctrica's Peninsula-Baleares 2 (PENBAL-2) application for the Declaración de Impacto Ambiental, prior administrative authorisation, declaration of public utility and administrative construction authorisation. The addenda revise the original September 2024 filings for (i) the Fadrell 400 kV AIS substation, (ii) the Fadrell 400 kV AC / ±250 kV DC VSC converter station, (iii) the ±250 kV underground-submarine HVDC cable line from Fadrell to Sant Martí (San Martín), (iv) the San Martín 220 kV AC / ±250 kV DC VSC converter station, and (v) the consolidated Environmental Impact Study. Headline design refinements covered by the addenda: cable specification fixed as mass-impregnated (MI) for the submarine HVDC poles and extruded XLPE for the metallic return and both onshore underground sections (Castellón 2.69 km, Mallorca 13.19 km); submarine route refined to 392.15 km; Mallorca onshore corridor moved onto the Sa Ferradura → Camí de Salou → MA-3460 → Puig de Sant Martí → Na Lloreta alignment agreed by the multi-stakeholder working group on 17 July 2025. The regulated cost rose to €1,218M (Fadrell substation €7.87M + Fadrell converter €263.44M + cable line €675.60M + San Martí converter €271.48M), a roughly 40% increase versus the September 2024 filing.
