The Île d'Oléron offshore wind zone in France's South-Atlantic façade was identified through a public debate organised by the Commission nationale du débat public from 30 September 2021 to 28 February 2022. The debate covered the projects subsequently designated as Oléron 1 (AO7) and Oléron 2 (AO9). Oléron 2 was a planned ~700 MW fixed-bottom site adjacent to Oléron 1 in the same Bay of Biscay continental-shelf zone. The site designation closed at the end of the debate publique on 28 February 2022 and provided the planning basis for the subsequent AO7 (Oléron 1) and AO9 (Oléron 2) procurement procedures.
