France's AO9 offshore wind tender (procédure de mise en concurrence) was launched in 2024 covering four projects totalling approximately 2,700 MW across three maritime facades: Bretagne-Sud 2 (Sud-Bretagne floating), Narbonnaise Sud-Hérault 2 and Golfe de Fos 2 (Mediterranean floating), and Oléron 2 (South-Atlantic fixed-bottom). Oléron 2 was the South-Atlantic component of AO9, designated for the Bay of Biscay continental-shelf zone identified through the 2021–2022 Oléron public debate. Candidates were invited to submit dossiers under the procédure de mise en concurrence framework.
