France's AO9 offshore wind procedure was officially declared sans suite (abandoned without award) before any contracts could be signed. The AO10 cahier des charges rectificatif vCRE (Procédure de Mise en Concurrence n°1/2026, published 21 April 2026 by DGEC) carried over only the three Mediterranean and Sud-Bretagne floating sites from the AO9 cohort — Bretagne-Sud 2, Narbonnaise Sud-Hérault 2 and Golfe de Fos 2 — as Projets A, B and C of AO10. Oléron 2 was not re-tendered and is not part of the merged 11-lot AO10 programme. With no replacement procedure and no remaining path to award within the PPE3 2026–2035 horizon, Oléron 2 is effectively cancelled.
