France's AO9 offshore wind procedure was officially declared sans suite (abandoned without award) before any contracts could be signed. The AO10 cahier des charges rectificatif vCRE (Procédure de Mise en Concurrence n°1/2026, published 21 April 2026 by DGEC) carried over only the three Mediterranean and Sud-Bretagne floating sites from the AO9 cohort — Bretagne-Sud 2, Narbonnaise Sud-Hérault 2 and Golfe de Fos 2 — as Projets A, B and C of AO10. Oléron 2 was not re-tendered and is not part of the merged 11-lot AO10 programme. With no replacement procedure and no remaining path to award within the PPE3 2026–2035 horizon, Oléron 2 is effectively cancelled. The exact date of the AO9 sans suite declaration is not specified in the cahier preamble; April 2026 reflects the latest possible date (the cahier's own publication date).

The Île d'Oléron offshore wind zone in France's South-Atlantic façade was identified through a public debate organised by the Commission nationale du débat public from 30 September 2021 to 28 February 2022. The debate covered the projects subsequently designated as Oléron 1 (AO7) and Oléron 2 (AO9). Oléron 2 was a planned ~700 MW fixed-bottom site adjacent to Oléron 1 in the same Bay of Biscay continental-shelf zone. The site designation closed at the end of the debate publique on 28 February 2022 and provided the planning basis for the subsequent AO7 (Oléron 1) and AO9 (Oléron 2) procurement procedures.
