The AO7 procedure launched in 2022 for the Oléron 1 offshore wind site (one ~1,000 MW fixed-bottom project in the South-Atlantic facade) was declared infructueuse (unsuccessful — no qualifying bid received or accepted) by the French government in September 2025. The Oléron 1 site retained its grid connection and zone designation, and was subsequently re-tendered under the merged AO10 / Procédure de Mise en Concurrence n°1/2026 as Projet 5 (Groupe PPE3, fixed-bottom) at a refined capacity range of 1,150–1,250 MW.
