The full permit package for Offshore Windpark Egmond aan Zee (OWEZ) became legally irrevocable on 3 January 2005, marking the regulatory milestone after which appeals could no longer be filed and the project could proceed to financial close (May 2005) and execution. Per the Section 5 "Planning Versus Execution" Gantt chart of the OWEZ-R-141 General Report, Task 13 "Permits irrevocable" is dated Mon 03/01/05 (single-day milestone) — the project-tracking marker for unappealable regulatory status. The OWEZ consents package was built up over 2002–2004 under the Dutch Water Management Act (Wbr — Wet beheer rijkswaterstaatswerken) framework administered by Rijkswaterstaat, alongside environmental, navigation and safety supporting consents. Per the Gantt, Environmental Studies ran from 8 January 2002 to 6 January 2003 to support the application phase. Objections were filed against the permits between 1 July 2004 and 15 December 2004 (Task 12), with adjudication resolving the appeals before the 3 January 2005 irrevocability date.
