Offshore Windpark Egmond aan Zee

Offshore Windpark Egmond aan Zee (OWEZ) is the Netherlands’ first large-scale offshore wind farm, located 10–18 km off Egmond aan Zee in the Dutch North Sea and built as a demonstration project in the mid-2000s. The project was developed by NoordzeeWind as an early testbed for offshore wind deployment in Dutch waters and has served as a learning platform for engineering, environmental monitoring and consenting practices that informed later Dutch programmes. OWEZ combined commercial development with an extensive Monitoring and Evaluation Programme (NSW‑MEP/WOZEP) to study ecological, technical and socio‑economic effects; that monitoring (birds, marine mammals, benthos, underwater noise and fisheries interactions) is a defining feature of the project’s legacy. Construction used established nearshore techniques for its day, including HDD for the landfall to minimise dune disturbance, and the project supplied generation into the Dutch grid via a shore landing at Wijk aan Zee. Ownership has evolved: originally developed by the NoordzeeWind joint venture, the asset later consolidated under Shell, which became sole owner in 2021; a permit extension and corporate power‑purchase arrangements have enabled operation beyond the initial design life. OWEZ’s primary strategic role was as a demonstration and knowledge‑transfer asset rather than a large commercial scale build-out; its monitoring outputs and construction experience materially reduced uncertainty for subsequent Dutch offshore tenders and grid planning.
