On 9 April 2025, the Dutch Minister for Climate and Green Growth signed Kavelbesluit kavel I-A windenergiegebied Nederwiek (zuid) under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating kavel I-A in the Nederwiek (zuid) wind energy zone as the seabed location for an offshore wind farm with a total installed capacity of at least 1 GW and at most 1.15 GW. The decision was published in the Staatscourant on 16 May 2025 as Stcrt. 2025, 13171 and became irrevocable on 28 June 2025 after the appeal period lapsed. The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent tender. Kavel I-A is the first kavel in the Nederwiek (zuid) zone, one of the new offshore wind energy areas designated under the Noordzeeprogramma 2022-2027 to deliver further capacity towards the Dutch 2030 target of 21 GW offshore wind.
