Between 16 and 30 October 2025, the Netherlands Enterprise Agency (RVO) held a permit tender round for the construction and operation of a 1 GW wind farm at Nederwiek I-A, approximately 95 km off the west coast of Texel, but received no applications by the close of the application window on 30 October 2025. RVO and subsequent reports attribute the absence of bids to rising project costs and weaker demand for long-term power purchase contracts, making offshore wind development more difficult under the prevailing zero-subsidy regime.
