In 2025, the Ministry of Climate and Green Growth published the final ministerial regulation (tender scheme) for the permit for offshore wind area Nederwiek 1-A in the Government Gazette. Based on sector input, the regulation adjusts the tender criteria by limiting penalty exposure, simplifying circularity scoring, removing criteria on secondary raw materials and supply-chain resilience for magnets, revising rotor blade criteria to focus on reversible polymers and recyclability, and setting out a withdrawal policy that allows a permit holder to return the permit without penalties within the first two years if the project proves technically, financially or economically unfeasible, while also incorporating obligations such as providing internships under the national wind sector covenant.
