On 21 November 2024, the French Government prequalified 12 developers and consortia to participate in France’s ninth offshore wind tender (AO9), a regulatory step that includes the Narbonnaise 2 floating offshore wind project site. AO9 covers four sites with a combined capacity of up to 2.5 GW: Bretagne Sud 2 (400–550 MW), Golfe de Fos 2 and Narbonnaise 2 (each 450–550 MW), and Oleron 2 (1–1.25 GW). Prequalified participants include individual companies such as BayWa r.e., EnBW Valeco Offshore, Iberdrola, Parkwind, RWE Eolien en Mer France and TotalEnergies, one three-party consortium (Elicio, Q ENERGY and Kansai Electric), and five two-member consortia (EDF Renouvelables/Maple Power; Ocean Winds/Banque des Territoires; Oxan Energy/Ingka Investments; Plenitude/Qair; Skyborn/Octopus). This decision formally allows these parties to compete for the Narbonnaise 2 site within the AO9 process.
