Workboats Consulting OÜ (Estonia) was awarded the public procurement contract for the "Study of Birds for the Estonian-Latvian Offshore Wind Farm Project (ELWIND)", to conduct the offshore wind farm Environmental Impact Assessment (EIA) bird survey covering the Latvian development area. The Latvian study area spans approximately 588.7 km², covering the proposed offshore wind farm site and a surrounding 5 km buffer zone. The 24-month programme covers two full seasonal cycles to capture migratory peaks (spring March–May and autumn July–October) and uses a combination of vessel-based observations, aerial surveys and radar monitoring. Workboats Consulting acts as prime contractor and project manager; partner specialists BioConsult SH GmbH & Co. KG (Germany) and the Estonian Ornithological Society contribute ornithological expertise alongside professionals drawn from five European countries. First-year baseline migratory bird observations were carried out by vessel between July and October 2025; an interim report from BioConsult SH covers that period. The contract is one of more than twenty environmental and technical studies commissioned by LIAA and EIC to support the Latvian-side EIA for the ELWIND offshore wind park, which connects to the Latvian onshore grid via the fourth Estonia–Latvia hybrid interconnection.
