Supplier for Latvia and Estonia Hybrid Offshore interconnector [currently known as 'Elwind']
French energy and decision-support consultancy Artelys SAS was selected by Latvian TSO AS Augstsprieguma tīkls (AST) and Estonian TSO Elering AS through a joint procurement to prepare the cost–benefit analysis for the fourth Estonia–Latvia hybrid offshore electricity interconnection. The EUR 79,000 contract is shared equally between the two TSOs and runs in parallel with the CESI technological options study. Artelys' work quantifies project benefits for both Estonia and Latvia, supporting the optimal configuration decision among three potential Latvian connection points and two Estonian connection points for the planned 1,000 MW offshore link between Saaremaa Island and the Kurzeme shore. The output directly underpins the TSOs' application for EU Connecting Europe Facility (CEF) co-financing and informs final go/no-go decision on the interconnection. The cost–benefit study was scheduled to complete by March 2026. Artelys is widely used by ENTSO-E and EU regulators for CBA work on cross-border transmission projects under the TYNDP and PCI frameworks.
