The European Commission's second Union list of Projects of Common Interest and Projects of Mutual Interest (Commission Delegated Regulation C(2025) 8144 final, Annex VII, Brussels 1 December 2025) does not include the LaSGo Link in the BEMIP Electricity priority corridor active project list. BEMIP Electricity (section 3) active projects on the new Union list are limited to 3.2, 3.3 (Baltic synchronisation cluster), 3.5 (Aurora line 2), 3.6 (Estlink 3), 3.7 (Fenno-Skan 3), 3.8 (Upgrade to Konti-Skan), 3.9 (Latvia-Lithuania cross-border strengthening) and 3.10 (Kemijoki PSP). PCI/PMI number 3.1 — the slot held by LaSGo on the first Union list (5th PCI list adopted 28 November 2023) — appears in Part C "Projects no longer considered PCIs or PMIs" for BEMIP Electricity. Under the TEN-E Regulation 2022/869, removal from the Union list withdraws the project's eligibility for the streamlined permitting framework, Connecting Europe Facility (CEF) grant funding, and the regulatory cost-allocation regime applicable to PCIs. The delisting reflects the project's pre-FID status and absence of confirmed cross-TSO commitments between AST and Svenska kraftnät beyond joint study work. Future re-inclusion is possible on the next Union list if the underlying conditions for non-inclusion no longer apply, per the methodology stated in the Annex.
