AFRY was commissioned by the Dutch Ministry of Economic Affairs and Climate Policy to carry out a study supporting government decision-making on tender procedures for IJmuiden Ver Gamma and Nederwiek I. The work analysed uncertainties and risks affecting the Dutch offshore wind business case and assessed sensitivities impacting levelised cost of electricity (LCOE) and revenue assumptions, with the aim of improving the attractiveness and bankability of upcoming permit tenders. AFRY’s study drew on international offshore wind experience and interviews with industry participants, and compared Dutch tender design with approaches used in Denmark, Germany and Great Britain. AFRY issued recommendations on tender structure and risk allocation, including considerations around build time, standardisation and site sizing, and also advised that the Ministry should explore subsidy options should market conditions deteriorate. The study informed subsequent tender-planning decisions for the IJmuiden Ver Gamma tender procedures, which later encompassed the 2026 permit tender package that included IJmuiden Ver Gamma-B alongside Gamma-A, both intended to connect to a shared TenneT offshore platform.
