On 9 April 2025, the Dutch Minister for Climate and Green Growth (Minister voor Klimaat en Groene Groei) signed the Kavelbesluit for kavel Gamma-A in the windenergiegebied IJmuiden Ver under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating the kavel Gamma-A seabed plot in the IJmuiden Ver wind energy zone (located approximately 60 km off the Dutch North Sea coast) as the location for an offshore wind farm with a planned installed capacity of approximately 2 GW. The decision was published in the Staatscourant on 16 May 2025 as Stcrt. 2025, 13168. The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent tender procedure. The Gamma-A kavel forms part of the wider IJmuiden Ver build-out (kavels Alpha, Beta, Gamma-A, Gamma-B) that targets approximately 6 GW of new offshore wind capacity off the Dutch coast by 2030-2032, connected via four 2 GW HVDC links to onshore converter stations operated by TenneT.
