The Dutch Ministry of Climate and Green Growth published the January 2026 update of the "Ontwikkelkader windenergie op zee" (Development Framework for Offshore Wind Energy) on 16 January 2026. The framework formally instructs TenneT to realise the offshore grid (net op zee) for Dutch offshore wind farms, including binding delivery dates per connection. The January 2026 revision adjusts table 4 (delivery dates for the HVDC offshore grid connections) specifically to reflect the August 2025 amended permit for Zeevonk1 / IJmuiden Ver Beta — recognising that only 1 GW of the wind farm will be delivered against the original 2029 grid connection delivery, with the remaining 1 GW deferred to late 2032. The published document is an annex to a Kamerbrief on the September 2026 offshore wind subsidy tender. This is a framework-level mandate updating TenneT's binding delivery schedule for the IJmuiden Ver Beta 2 GW HVDC link.
