OWC was appointed as lenders’ technical advisor (LTA) for the 1.5 GW Hollandse Kust Zuid (HKZ) offshore wind project in the Netherlands. In this role, OWC supported the financing workstream on behalf of BASF and Allianz Capital Partners (ACP), providing independent technical oversight linked to lenders’ requirements and assumptions. OWC’s scope included technical due diligence across the project’s design, delivery and planned operations. The work culminated in a comprehensive due diligence report to support lenders at financial close. The advisory remit then continued into the construction phase, where OWC carried out construction monitoring to provide assurance that key workstreams—such as permitting, design finalisation, manufacturing progress and construction expenditure—remained aligned with the lenders’ base case and expectations. The appointment related to the build-out of HKZ, a subsidy-free Dutch offshore wind development expected to be completed in 2023, comprising two offshore wind substations and Siemens Gamesa 11 MW-class turbines. The LTA role provided an independent, third-party check on technical and delivery risks, helping the investing parties and their lenders track progress and manage exposure during execution.
