The Hollandse Kust (zuid) offshore wind farm zone off the coast of Zuid-Holland was formally established through Dutch national spatial planning in two steps. First, the part of the zone located outside the 12 nautical mile limit was designated in the National Water Plan 2009–2015, giving this offshore area an official status as a wind farm zone. Subsequently, in 2016, the government’s National Structural Vision Offshore Wind Energy Hollandse Kust Zone expanded the designated area by adding a nearshore strip within the 12 nautical mile zone to the already established wind farm zone. Together, these planning instruments defined the full Hollandse Kust (zuid) Wind Farm Zone used for offshore wind development, including the areas where sites I–IV are located.
