On 8 December 2016, the Dutch Minister of Economic Affairs signed Kavelbesluit I windenergiegebied Hollandse Kust (zuid) and the paired Kavelbesluit II under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating Kavels I and II in the Hollandse Kust (zuid) wind energy zone off the South Holland coast as the seabed locations for an offshore wind farm of approximately 700 MW combined capacity (kavel I: 342-380 MW; kavel II equivalent). The decisions were published in the Staatscourant on 16 December 2016 as Stcrt. 2016, 67082 (kavel I) and Stcrt. 2016, 67120 (kavel II). A second pair of site decisions, Kavelbesluiten III and IV windenergiegebied Hollandse Kust (zuid), was signed by the Minister on 10 januari 2018 (Stcrt. 2018, 2543 and Stcrt. 2018, 2497), extending the project area to a total of approximately 1.5 GW. The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent SDE+ tender process. The Hollandse Kust (zuid) I+II tender was awarded subsidy-free to Vattenfall in March 2018; HKZ III+IV was likewise awarded subsidy-free to Vattenfall in July 2019.
