The Dutch Minister of Economic Affairs adopted Kavelbesluiten (site decisions) I and II for the Hollandse Kust (zuid) wind energy area, defining where and under what environmental and technical conditions the future offshore wind farm could be built. The site decisions were placed for public review (terinzagelegging) from 16 December 2016 through 27 January 2017 under the Rijkscoördinatieregeling, completing the formal planning consent step for kavels I and II of the Hollandse Kust Zuid zone. Appeals against the decisions were lodged with the Raad van State and ruled inadmissible or unfounded on 6 December 2017, making the Kavelbesluiten irrevocable and clearing the way for the subsequent permit tender. The Kavelbesluit is the Dutch planning consent instrument equivalent under the Wet windenergie op zee that establishes both the spatial boundaries of the site and the environmental envelope (noise, ecology, navigation) within which the wind farm must be built and operated.
