The Dutch Ministry of Infrastructure and Water Management, via Rijkswaterstaat Zee en Delta, established safety zones I and II around parts of the wind energy area Hollandse Kust (zuid), which includes the Hollandse Kust Zuid wind farm. The Staatscourant notice (2021, 32950) imposed a general prohibition on entering these zones for vessels and objects, with defined exceptions for construction, maintenance, enforcement and other permitted activities, to ensure safe construction and operation of the wind farms and associated grid infrastructure.
