On 25 April 2024 the Minister for Climate and Energy (R.A.A. Jetten) formally decided to include Hollandse Kust (west) kavel VIII (0.7 GW) in the Aanvullende Routekaart windenergie op zee, alongside Doordewind kavel I (2 GW) and Nederwiek (noord) kavel III (2 GW). The site selection was set out in the Update aanvullende routekaart wind op zee letter to the Tweede Kamer (Kamerstuk DGKE-DRE / 52795804). HKW VIII was chosen as part of the Government's strategy to keep all options open for the sustainability transition of Tata Steel — the 150 kV Velsen station is designated as the connection location for the power cable, with availability of connection capacity tied to Tata Steel's decarbonisation process. The minister noted in the same letter that the resulting grid connection is expected to be realised after 2031.
