On 26 November 2021, the Dutch Minister of Economic Affairs and Climate signed Kavelbesluit VI windenergiegebied Hollandse Kust (west) under the Offshore Wind Energy Act (Wet windenergie op zee), formally designating Kavel VI in the Hollandse Kust (west) wind energy zone as the seabed location for an offshore wind farm of approximately 760 MW. A companion decision, Kavelbesluit VII windenergiegebied Hollandse Kust (west), was signed the same day for the adjacent kavel. The decision for kavel VI was published in the Staatscourant on 25 February 2022 as Stcrt. 2022, 4381. The Kavelbesluit is the Dutch legal instrument under the Wet windenergie op zee (effective 1 July 2015) that formally designates a specific seabed plot for offshore wind use, establishing the basis for the subsequent tender. The Hollandse Kust (west) VI tender was awarded to the Ecowende consortium (Shell, Eneco) in December 2022 under a qualitative criteria scheme emphasising ecology, with a focus on nature-inclusive design including innovative measures to support marine ecosystems.
