Delft Offshore Turbine B.V. (DOT) is the offshore innovation company designated to receive ownership of CrossWind's BaseLoad Power Hub (BLPH), a 2.5 MW electrolyser + 5 MWh battery + hydrogen storage platform built as part of CrossWind's innovation programme at the Hollandse Kust Noord offshore wind farm. The 19 × 41 metre, ~2,200-tonne platform was constructed at the Rosetti Marino Group yard in Italy with construction completion announced on 10 April 2025, after which it was scheduled for transport to Eemshaven in summer 2025 for onshore demonstration. Following ownership transfer, agreed in coordination with the Netherlands Enterprise Agency (RVO), DOT was tasked with collaborative hydrogen production research using the BLPH as a demonstrator asset. Partners on the research programme include Groningen Seaports (Eemshaven port operator and Dutch Hydrogen Valley host) and TNO (the Dutch research organisation). The handover positions DOT as the post-demonstration custodian responsible for advancing offshore-conditions hydrogen production knowledge. DOT's role is associated with the operational phase of the Hollandse Kust Noord innovation programme and does not extend to the wind farm's primary balance-of-plant or O&M scopes.
